Project requires VS2015; WP7 and Silverlight move to legacy branch

Since I can no longer test on WP7, I've removed the legacy libraries and moved everything over to VS2015. Specifically, the Community Edition of Visual Studio 2015 Update 2 is being used for development.

While Silverlight should work in VS2015, the existing support was based on the WP7 code and requires Microsoft.Bcl.Async (which uses TaskEx instead of Task for some things). Thus, both WP7 and Silverlight have been removed from the master branch; they can still be found in the legacy branch.
